An IRS Information Document Request is not a demand to send every business record without organization. Form 4564 identifies the requested information, the IRS employee, the issue, and a response date. A careful business response authenticates the examination, maps each request to the return position, preserves the accounting system, produces responsive copies with an index, and documents what was delivered. It also distinguishes an active examination from later Appeals, deficiency, or collection stages.

Authenticate the notice and define the examination stage

The IRS states that audit contact begins by mail. Match the taxpayer name, entity, EIN or masked identifier, tax form, tax period, examiner, office, and callback information to the business’s filed returns and account records. Use an independently verified IRS number or authorized account access if authenticity is uncertain. Do not transmit records to a telephone caller or address that cannot be verified from the written notice.

Identify whether the matter is a correspondence audit, office examination, field examination, employment-tax examination, or another review. An opening appointment letter, Form 4564 IDR, proposed-adjustment report, 30-day letter, statutory notice of deficiency, and collection notice serve different functions. Put each document in a dated procedural chronology before calculating the response.

Translate each IDR item into an issue-and-evidence table

List every numbered request, the tax issue it appears to test, the responsive record categories, the record custodian, the period covered, and the proposed response. Tie income items to ledgers, bank deposits, Forms 1099, invoices, and returns. Tie deductions to invoices, receipts, canceled checks, contracts, business purpose, capitalization policies, mileage records, payroll, and the accounting entry. Note records that do not exist and why instead of silently omitting the item.

The IRS audit-records guidance cautions that a document may need context. Add a short explanation that identifies the transaction, date, parties, business purpose, and return line when context is necessary. Do not create backdated records or alter metadata. If a summary is prepared for the audit, retain the underlying source data and explain the method.

Preserve electronic accounting data and review scope

An examiner may request a backup of accounting software through an IDR. Preserve a read-only copy of the live data, the software version, chart of accounts, user-access information, and export method before making changes. Determine the requested years and entities, and segregate irrelevant personal, customer, employee, privileged, or protected information for legal review rather than deleting responsive entries.

Review whether the wording is clear and whether the production burden is manageable. A business can request clarification or additional time through the contact identified in the audit, but an extension is not automatic and does not change a statutory deadline. Confirm any agreement in writing.

Produce indexed copies and preserve proof of receipt

The IRS advises taxpayers not to mail original records. Use the authorized upload, mail, fax, or in-person method stated by the IRS, and preserve a duplicate of the production. Number the response and exhibits, reference each IDR item, identify any rolling production, and obtain delivery confirmation. Keep a log of questions, interviews, site visits, follow-up IDRs, extensions, and oral explanations.

Consistency matters. Reconcile the response to the return, general ledger, bank statements, payroll reports, prior submissions, and testimony. If an error is discovered, evaluate the correct disclosure or amendment path before making an improvised explanation. Do not let an accountant, bookkeeper, officer, and lawyer send conflicting versions of the same fact.

Preserve representation and later review rights

IRS Publication 1 describes rights to know why information is requested, to representation, and to appeal disagreements. Decide who will communicate with the examiner and whether a valid authorization is on file. Maintain a privilege log where appropriate and obtain advice before producing legal advice or other potentially protected material.
